This presentation will give a high-level overview of the multi-year journey, undertaken in partnership between Jacobs and NASA, at the Langley Research Centre in Hampton, VA, NASA’s oldest research Centre’s. Creating a very high performing, proactive, cost saving and award-winning, Asset Management program for Langley’s key infrastructure and high tech facilities, including bespoke aeronautical testing facilities for the likes of SpaceX.
This includes high and low voltage electrical systems, potable and waste water systems, high and low pressure air and steam systems, HVAC, etc. Jacobs also provided all maintenance on some very high tech, one of a kind in the world, wind tunnels that covered the speed regime from very low speed to Mach 10+.
Langley is the oldest of NASA’s research Centres and in particular is focused on the aeronautical sciences – thus the wide variety of wind tunnels at the site. Jacobs tested everything in the tunnels from new commercial transport aircraft programs, military aircraft, missiles, and of course spacecraft (including testing for commercial space companies like SpaceX and Sierra Nevada).
Douglas (Doug) Cook is Vice President and Head of Asset Management Support for the Aerospace, Technology and Nuclear - International (ATN-I) Business Unit of Jacobs Engineering in the United Kingdom. In this role Doug is providing technical advisory services to transform the Asset Management delivery services for the Atomic Weapons Establishment (AWE) – a Joint Venture of which Jacobs is a shareholder company. In addition, he provides executive consulting services relative to Asset Management to various other Jacobs clients in the UK commercial and government sectors. He received a MS in Aerospace Engineering from the University of Dayton (1989) and a BS in Aerospace Engineering from West Virginia University (1982).

HKA - LOGIC’S latest contracts, highlighting the legal and practical risks associated with their use
In November 2018, Oil & Gas UK subsidiary LOGIC published the 3rd edition of their General Conditions of Contract for Construction. In December 2018, a new standard contract to assist companies with offshore decommissioning in the UK North Sea was published followed by the 4th Edition of LOGIC’s General Conditions of Contract (including guidance notes) for Services on-and off-shore in February 2019.
These model contracts are designed to provide companies and their contractors with a framework for working towards commercial agreements in a timely, co-operative and effective manner…but do they?effective manner…but do they?
Veronique Buehrlen QC and Sarah Williams of Keating Chambers will address certain key provisions of the new General Conditions of Contract for Offshore Decommissioning from the point of view of the seasoned litigator. They will address areas such as the allocation of risk in relation to technical information provided by the company and the assumptions on which the scope of work is to be based, variations, indemnities, and the dispute resolution provisions, including adjudication as a means of fast track (if interim) dispute resolution.
HKA Experts Andrew Drennan and Trevor Butler will address some of the technical, time and money risks relevant to offshore decommissioning from the point of view of the claims consultant/expert advisor.
