£12bn developer framework set for October launch

Procure Partnerships is starting the hunt for developers to join its first £12bn national framework, opening early market engagement ahead of a summer tender launch.

The four-year deal, run by the procurement body with Wirral Council acting as contracting authority, will cover public sector regeneration schemes across England under the Procurement Act 2023.

The framework will mirror the firm’s regional delivery model, split across nine English regions, with developers appointed locally to drive schemes ranging from small community projects to major multi-phase regeneration.

Lots are expected to cover development agreements, joint ventures and strategic partnerships, each broken down by value bands.

Development agreement bands will run from £0–£30m up to £100m-plus, while JV and strategic partnership lots will span £0–£50m to £100m-plus.

The framework will also include early-stage advisory services covering feasibility, planning support, business cases and funding.

Public sector clients including councils, NHS bodies, universities and housing associations will be able to call off via direct award or mini-competition.

An online market engagement session is set for 12 May, with developers invited to help shape the final lotting structure ahead of tender release this summer.

Framework director Faye Dolan said the regional structure was designed to ensure developers bring “local knowledge, relationships and a genuine understanding of place”.

She added that early market engagement would directly influence how the framework is set up, with input sought from both SMEs and major national players.

Developers must register via Find a Tender by 29 April to attend the engagement session.

The tender is due to land this summer, with the framework scheduled to go live in October for a four-year run.
