£12bn public sector national developer framework

Procure Partnerships Framework has announced the launch of the procurement process for its first National Developer Framework, starting with opening market engagement across England as it looks to build a pre-qualified panel of developers for public sector regeneration and development activity.

The market engagement session, scheduled for 12th May, will provide an opportunity for developers to shape the framework, and inform their initial thoughts on lotting structure.

The four-year framework, valued at an estimated £12bn, is set to go live in October 2026, running alongside Procure Partnerships’ established national contractor and professional services frameworks. Wirral Council is acting as Contracting Authority for the procurement, which is being progressed under the Procurement Act 2023.

The framework will be structured across 9 regions in England, mirroring Procure Partnerships’ signature model of national governance with regional delivery, a structure the organisation credits as central to its success in supporting more than 270 public sector clients and procuring in excess of £1 billion in projects every year.

Lots will be awarded regionally, ensuring appointed developers bring genuine local market knowledge, established local supply chains, and a working understanding of place-based planning and policy priorities.

Eligible contracting authorities will include local authorities, combined authorities, NHS Trusts and wider NHS organisations, universities and further education institutions, housing associations, and any other public bodies with land or regeneration objectives.

The framework’s lotting structure is anticipated to include development agreements, joint ventures and strategic partnerships.

Each lot will be subdivided by value band and replicated across each region to cater for a spectrum of development needs, from smaller community projects to significant public realm works and major multi-phase regeneration programmes.

Development Agreements can include forward funding, land and build, or turnkey delivery. The framework are looking for interested developers ranging from local and regional SMEs through to major national specialists, that will sit across four value bands per region – £0–£30m, £30m–£50m, £50m–£100m, and £100m+.

Joint Ventures and Strategic Partnerships may include typical structures such as 50/50 joint ventures, regeneration vehicles, and income strip or leaseback arrangements. Three value bands apply per region – £0–£50m, £50m–£100m, and £100m+.

Predevelopment and feasibility services will also be facilitated under the forementioned lots. This is anticipated to include early-stage advisory and consultancy support to access commercial viability, technical due-diligence, support with planning, business case preparation, grant application and funding.

Public sector clients will have the flexibility to appoint developers though either Direct Award or Mini Competition.

“The Procurement Act 2023 places a renewed emphasis on transparency and early market engagement, and we intend to embrace that fully. We actively want the market’s input to shape the framework, and the developers who participate in our engagement session will directly inform how this framework is structured. We want to hear from businesses of all sizes, from regional SMEs who know their patch inside out to major national operators that can deliver at scale.”

An online market engagement session will take place at 12 noon on Tuesday, 12 May 2026, offering interested developers the opportunity to shape the framework’s structure and provide direct feedback ahead of the expected tender release in Summer 2026.

Developers wishing to attend must first complete a short registration questionnaire on Find a Tender Service, using the Prior Information Notice Publication Reference 2026/S 000-031879 by 3pm on Wednesday, 29 April 2026. Registrants will be sent a Microsoft Teams link to access the event once the questionnaire is complete.

The formal tender notice is expected to be published this summer, with the framework going live in October 2026 and running for four years.
