Race starts for £1bn NHS decarbonisation framework
The NHS’s northern procurement hub has invited tenders for places on a £1bn framework to help trusts and public bodies deliver major decarbonisation and energy infrastructure upgrades.
The framework is designed to support clients from the earliest planning stages through to live project delivery and ongoing contract management.
That means consultants, specialist advisers and installation contractors will all be chasing places.
The biggest single package is Lot 6, a £200m total service provision and principal partner solution covering the full lifecycle of decarbonisation projects.
This lot is aimed at firms capable of taking public sector clients from feasibility and funding support through to works delivery, reporting and audit.
Alongside this sit four £50m consultancy and support lots covering strategic planning support, project planning and feasibility, funding application support and contract management, reporting and audit services.
The bulk of the works pipeline is spread across 15 regional delivery lots, each with an estimated value of £40m.
These are split by region across London and South East, South West, Midlands and East of England, North West, and North East and Yorkshire.
Each region is then divided into three value bands covering projects up to £5m, from £5m to £10m, and above £10m.
The work packages are expected to cover a broad spread of building services and retrofit measures including heat pumps, solar, insulation, lighting, district heating, ventilation and wider environmental improvement works.
Leeds and York Partnership NHS Foundation Trust, trading as North of England NHS Commercial Procurement Collaborative, said the framework is intended to support public sector organisations with the development and execution of Green Plans through an end-to-end procurement route.
Up to 180 suppliers can win places across the 20 lots, and firms are allowed to bid for and be awarded a place on each lot.
Bids are due in by 1 May, with the framework running initially from 1 October 2026 to 30 September 2029.
