SCAPE opens bidding for £8bn construction framework

Procurement specialist SCAPE has opened bidding for its next £8bn national construction framework, offering up to 15 contractor places across five lots.

The Construction Works and Services Framework will cover England, Wales and Northern Ireland and is expected to run from 2027 to 2031, with the option of a further two-year extension.

SCAPE plans to appoint three delivery partners to each lot, giving public sector clients more choice when selecting contractors for individual projects.

The largest package is a £4bn general construction lot covering England, spanning small works through to major schemes worth more than £500m.

A separate £2bn England residential lot will cover housing construction, decarbonisation, retrofit and maintenance, including projects worth more than £500m.

Wales gets a £1bn construction and housing lot covering schemes from smaller works through to projects exceeding £150m.

Northern Ireland is split between a £250m lower-value lot covering projects worth up to £15m and a £750m upper-value lot for schemes valued at £10m and above.

The framework has been redesigned following consultation with public sector bodies and more than 100 construction industry organisations.

It replaces SCAPE’s existing construction framework, which has delivered more than 240 completed projects and has a further 100 schemes live.

Present incumbents include: Graham, Kier, Mace, McLaughlin & Harvey, Morgan Sindall, Sisk and Willmott Dixon.

It follows the launch this month of SCAPE’s separate £8.5bn Defence and Complex Environments Framework.
