NUVIA and Turner Townsend appointed as Independent Technical Verifier for Hinkley Point C

Turner & Townsend and NUVIA named Independent Technical Verifier of the Decommissioning Fund for Hinkley Point C

Global programme manager, Turner & Townsend, working in partnership with NUVIA, has been appointed by the Nuclear Decommissioning Fund Company Ltd (TNDFCo) for Hinkley Point C to provide Independent Technical Verification for the development of the power station’s Decommissioning and Waste Management Plan.

Turner & Townsend and NUVIA will independently assess the costings and technical proposals within the draft Decommissioning and Waste Management Plan (DWMP), to confirm that these are appropriate, deliverable with current technology, and aligned with regulatory requirements.

Under the Energy Act 2008, all nuclear power stations are required to have a robust, fully funded DWMP in place before they begin generating power. The appointment of an Independent Technical Verifier plays a critical role in ensuring that the funding and technical planning in place will maintain safety standards, meet regulatory requirements once the station stops generating power, and safeguard the long-term financial interests of UK taxpayers.

Turner & Townsend will lead the programme, providing independent cost and risk review of Hinkley Point C’s proposals. NUVIA will assess technical deliverability and waste management assumptions. The initial review will ensure the DWMP is ready for submission to the Secretary of State ahead of first criticality of the reactors. Further full reviews will be undertaken every five years, alongside annual update reviews.

Alan Sinclair, Director and Head of Energy and Natural Resources, Turner & Townsend UK, said: “We are delighted to be appointed to this important role. Independent verification is essential to ensuring that provisions for the UK’s next generation nuclear assets are robust, transparent and deliverable.

Carrying out this work at an early stage at Hinkley Point C helps ensure that long-term plans are credible and appropriately funded. We look forward to working with NUVIA and to deliver the assurance needed for one of the UK’s most significant infrastructure projects.

Nicola Edson, Director of Technical Services & Consulting at NUVIA UK, said: “We are delighted to support this programme with the technical insight our teams bring from across the nuclear sector. Our role is to work collaboratively to provide the clear analysis that helps ensure long term plans are grounded in sound technical understanding. We value the opportunity to contribute our expertise to work of such lasting importance.
