Winners named for £5bn Pagabo major works deal

BAM and Morgan Sindall have emerged as the biggest winners on Pagabo’s new £5bn major works framework after landing places across every lot.

 

The pair secured positions in all four project value bands as well as coveted collaborative partner roles on the four-year YPO framework.

In total, 56 individual contractors have secured places across the framework, generating 114 appointments once repeat wins across the five lots are counted.

Five contractors have been handed the key collaborative partner roles, with an estimated spend of around £1bn. These appointments offer a streamlined direct appointment route for public sector clients as well as access to further competitions.

BAM, Morgan Sindall and Wates secured the three England and Wales collaborative partner positions, with Robertson appointed in Scotland and Graham taking Northern Ireland.

The framework also has a strong regional structure sitting beneath the headline lot awards.

The £5m-£15m band is divided across 12 geographic areas, while the £15m-£30m and £30m-£60m bands are each split across eight areas. The £60m-plus tier is divided between Scotland, England, Wales and Northern Ireland.

That means contractors appearing on a value band have not necessarily secured blanket UK coverage, with individual regional appointments determining where they can compete or be called off.

The regional structure is designed to keep opportunities open to smaller and locally focused contractors at the lower value bands, while narrowing the field as project values rise.

Competition is toughest at the top end, where just 14 contractors have been selected for projects worth more than £60m.

The framework covers new build, extensions, remodelling, refurbishment, retrofit, specialist fit-out and MEP work, alongside associated civils, landscaping and site infrastructure.

It is the second major framework to emerge from the new joint working arrangement between Pagabo and YPO, following the civil engineering, infrastructure and enabling works framework announced on Friday.

The major works framework is expected to start on 19 October and run until October 2030.
